A small market under a train line: food stalls below, a cafe upstairs, and a roof garden you can spot from the street. I'd start with three connected spaces instead of a whole city. What would give each space a different mood?
A different sound in each space would help: cooking at the stalls, rain on the cafe windows, then leaves on the roof.
